The People’s Council of Northudankton
Northudankton’s citizen legislature, electoral authority, and central supervisory organ of government.
Status and Authority
The People’s Council is the supreme organ of state power and the sole legislative body of the United People’s Realm of Northudankton. It consists of all citizens in good standing. Participation is voluntary: every Full Citizen retains the equal right to propose measures, initiate discussions, submit motions, vote, and seek public office.
- Enacts laws, ordinances, resolutions, mandates, regulations, and other legislative acts.
- Exercises legislative, electoral, and oversight functions.
- Elects the Chairman, Sheriff, Public Prosecutor, Public Defender, and Leaders of the Interior, Institution’s, and Exterior Committees.
- Exercises legislative supremacy except where limited by the Constitution or a binding Tribunal ruling.
- May create additional committees or subcommittees and may create new statutory departments, bureaus, or agencies by vote.
- May request reports from administrative bodies and may refer public-office conduct to the People’s Tribunal for legal review.
Leadership
Elections, Terms and Voting
Elected positions operate on six-month terms. Regular nominations and campaigns begin June 1 and December 1; elections occur June 11 and December 11, and inauguration occurs July 1 and January 1. Council proposals ordinarily remain open for twenty-four hours unless otherwise specified.
A Council motion requires at least two votes to be adopted. Votes may be Approve, Oppose, Abstain, or functional equivalents. A measure receiving zero or one vote fails for lack of quorum; a vote consisting entirely of abstentions also fails.
