Legal Duties and Authority

• Serves as Head of State and executive authority of Northudankton.
• Presides over and facilitates Council sessions; coordinates discussions, agendas, and proposal management.
• Issues appointments where authorized and directs national functions.
• Represents Northudankton in external relations.
• Retains strategic direction and ultimate authority in national-security and foreign-affairs matters assigned to the Exterior Committee.
• Acts as default interim officeholder for a vacant committee, tribunal office, or administrative body until replacement; Council may override.
• May appoint interim or permanent officers to non-constitutionally protected roles, subject to Council override and seventy-two-hour reporting.
• Must facilitate the Council neutrally and prioritize the collective will of the People.

Additional Rules

The Constitution provides limited official immunity for good-faith acts within the scope of office, but excludes willful misconduct, gross negligence, abuse of power for personal gain, and constitutional-rights violations as determined by the Tribunal.
