Legal Duties and Authority

• Commands the Community Guard and is responsible for direction, discipline, and operational command.
• Has responsibility for public order, law enforcement, and militia oversight.
• Supervises Captains, Deputies, and Guardsmen.
• Approves citizens volunteering for Guard service and may remove Deputies; the People’s Council independently shares removal authority.
• Enforces laws and trains Guardsmen under the statutory role-responsibility framework.
• Shares operational authority over Public Works with the Interior Committee Leader.
• May issue limited Guard-uniform exemptions or additional guidelines for safety, practicality, or operational conditions.
