The whole-level recommendation is derived using the selected rounding method. The calculator is an assessment aid; under the constitutional NSSI procedure, an alteration of the official value requires mutual agreement of the Interior and Exterior Committee leadership. NSSI ≤ 3 is identified by the Constitution as an automatic Martial Law trigger.
